Such a model was simple but effective. It functioned at a time when populations were small and constantly on the move. It did not require complex administration or permanent institutions. Power was immediate, personal and firmly connected to everyday life. The leader ruled because he was present. And once he wasn't present, his power disappeared.

This created the first dynastic hierarchy, which gradually grew into a full-fledged monarchy. At the head stood the monarch, whose power was not only political, but also spiritual. He was not only the ruler of the land, but the protector of the balance between the nation, the forest and nature. His legitimacy was not based on strength alone, but on the belief that his rule was a natural part of the order.
Under the monarch, a network of administrators, cities and organized structures emerged. Power thus became an institution for the first time. She could survive the death of an individual. And that is how the first real state in the history of Ulvenor was born.
Dwarves and the stability of stone
While the elves sought order in harmony, the dwarves found it in the fortress. Their world was not open, but closed in the depths of the mountains. Cities were created in these underground halls, which were fortresses, workshops and homes at the same time.
Each hall was a separate world. Government here was closely associated with place, with work, and with responsibility. The dwarven ruler was not a distant monarch, but part of a system that held the entire community together.
However, after long and exhausting wars between the individual kingdoms, the dwarves have come to the realization that absolute domination by one is not the path to lasting order. The Stone Crown was born. A system in which power is passed between several equal rulers. This model, based on balance and shared responsibility, has proven to be one of the most stable in Ulvenor's history.

Humans came later, but they brought with them something that other races lacked. Ability to adapt. They did not hesitate to take other people's ideas and transform them into their own power.

However, not all races went the way of crowns and empires. The gnomes created a compact and highly organized state whose strength lay in efficiency and knowledge. Their rule was less about size and more about precision.
The centaurs and kobolds remained loyal to looser forms of organization. Their society was not governed by a fixed crown, but by the authority of individuals and the traditions of the territory. They show that order can exist without centralized power.
The Nagas took yet another route. Their cities arose in the depths of the oceans, where the government adapted to an environment where space meant survival. Their civilization expanded the very understanding of where and how power can arise.
Power and Chaos
Orcs represent the harshest form of government. In their world, there is no hereditary crown or stable state. The supreme authority is Durbuluk, a dominator who was able to unite others by force. His rule is absolute but fleeting. It stands only on his ability to retain power.
When Durbuluk falls, so does his empire. Nevertheless, it is these rulers who prove that even in chaos, order can emerge. Short, bloody, but true.
Orcs and nomads remain closest to the original form of power. Their rule is practical, immediate and adaptable. She is not weak. She's just different. He doesn't need thrones or palaces. All she needs is the ability to lead.
Legacy of Ulvenor
The development of forms of government on Ulvenor is not a story of one path, but of many parallel directions. From tribal leaders to kings to emperors, various systems arose that reflected the needs and conditions of individual races.
None of these forms arose by chance. Each is the result of the environment, history and character of the nation that created it. This is why there was never a unified model of government on Ulvenor.
And that is why its history is so alive. Because power here was never just about government. It was about how different nations understand the world. And how they try to control him.
